Proposal to build a Management Office in Kemuning Palma Residence

Paramount will handover the management of Palma Residence to the Kemuning Palma Resident's Association (KPRA) by end of this year. Due to this for the effective management of Palma Residence, KPRA has proposed to build a Management Office at the empty space behind the treatment plant, near the basketball court.

KPRA would love to hear the comments of all residents about the building of a Management Office. Please post your comments here.

Standard Operating Procedure (SOP) of Palma Residence

What we need from the residents to ensure safety of the residents & children in Palma Residence
  1. Entry is strictly with swipe card and windscreen sticker.
  2. All visitors must park their vehicles outside the enclave and register at the guard house.
  3. Never keep the swipe card inside the vehicle. In case of theft, the thieves will have an easy way out.
  4. All contractors and their workers must register with the security guards.
  5. All workers must be tagged. The workers must be wearing the tags at all times in the enclave. Failure to display the tag prominently may result in the person being evicted from the enclave.
  6. If possible, appoint particular vendors instead of having several e.g. newspaperman, gas suppliers, milk & bread suppliers, grass cutters etc. These vendors can be given season passes. The same rule will apply to school bus operators.
  7. Ensure that all maids do not open the doors/grilles/windows before 7am.
  8. Keep all alarms armed at all times.
  9. Do not disable the alarm once it has triggered. Wait for the guards to arrive. If the alarm is disabled, the guards will not know which alarm was triggered.
  10. All taxis coming into enclave will be stopped and screened. Residents who have summoned taxis are encouraged to inform the guards in advance.
  11. Residents are encouraged to inform the security team that they are expecting visitors and provide details such as name and vehicle registration number.
  12. We suggest that a tag with our emergency contact number be placed on the house pillar/gate.
  13. All vehicle numbers, phone numbers etc. should be registered using the Homeguards Membership forms so that the call centre can call/assist you in case of any emergencies. Please get your forms from the respective guard posts.
  14. All records of members will be kept strictly confidential.
  15. New vehicle number plates must be updated with the call centre.
  16. The SMS number is for residents to send feedback or other matters.
  17. The call centre will record all information received for fast action.
  18. Use our dedicated hand phone and fixed line for quick action during emergencies.
  19. The digital CMS connection with Homeguards Intelligence Techology (HIT) can also enhance security. The SMS number is 016-3373 994.
  20. All residents should note down the 24 hour call centre number (03-3373 3994).
  21. For the Tiger Eye service when you leave town, 1 slip per shift will be placed in your mailbox. Please inform the call centre 2 or 3 days in advance.
  22. Please inform your friends/visitors to register at the guard post when visiting you.
  23. If you have any feedback or complaints about the service, please call the call centre or send an SMS to the numbers above.
  24. Inform the guards if you are having any functions at your residence.
  25. Do not abuse the guards in any way. They are only doing their job. Advise your friends and other visitors to co-operate with the guards.
  26. No pets are allowed in the Park Area to ensure the safety of children and cleanliness of the park. This is also in accordance with the bylaws of Selangor State Government.

Be a Good Neighbour

As part of a community, you can contribute to its well-being and harmony just by observing these simple guidelines:

(i) Show consideration for your neighbours and do not cause nuisance or disturbance to them:
  • When you are carrying out any activity that produces sound or noise, such as listening to the radio, watching TV, playing a musical instrument, carrying out noisy DIY jobs, please avoid doing them late at night or in the early hours of the morning.
  • Please ensure that your children do not make too much noise when playing, or jump or run in the house excessively.
  • Advise your visitors to refrain from any act or behaviour that may disturb your neighbours.
  • Do not drag furniture or large objects across the floor. Do consider rubber stoppers on furniture legs to absorb noise.
  • Please leave rubbish in the rubbish chute. Discard of oversized items (ie. household electrical items, old furnitures) appropriately. Do not leave items in the public or common areas as these can create an eyesore and damage properties.
  • If you keep pets, do train it well and take good care of it. Do not allow it to disturb your neighbours with incessant noise. Do maintain the hygiene of pet's area to prevent any unwanted disease. When out in public, keep dogs on a leash and pick up its droppings and dispose of it in the bin.
  • Practice parking etiquette. When you park your vehicle, be sure not to block anyone's access, or make them have to pull out of a very tight spot. Don't over-rev the engine of your car or motorcycle early in the morning or late at night. Park in front of your home, not theirs. Avoid slamming your doors or shining your headlights into your neighbour's windows late at night.
  • Be aware of your surroundings, as well as theirs. Keep your eye on anyone you don't know acting suspiciously around your neighbour's property. When in doubt, call the security so they can quickly curtail any criminal activity.
  • Invite your neighbours over for tea, or offer to babysit their kids/pets or keep an eye on the house while they're away. They'll do the same for you.
  • If you hear of any neighbourhood news (events, crimes, special garbage pickups, special event parking restrictions, etc.) give them a heads-up.
  • Communicate with your neighbour. Above all, touch base with your neighbours regularly and keep them in the loop. Remember the golden rule and if anything you are planning to do may affect them, minimize it and let them know in advance. Keep the channels of communication open by reminding them that if you're doing anything which disturbs them, they should feel comfortable approaching you about it.

(ii) Exercise a reasonable level of tolerance towards your neighbours - some noise or inconvenience is inevitable in an urban, high-density living area.

Check Your Roof Gutter



Notice to all residents

Kindly check your roof gutter to ensure that it is properly installed and aligned in a self draining position.


The photo is just an example of how rain water would be collected at one end of the gutter if it is not properly aligned and could be a breeding ground for mosquito larvae. We would not want our family members to be infected by the Dengue / Chikungunya fever.


The RA would like to urge all residents to take immediate action to inspect their roof gutter and rectify / re-align them to a self draining position."

Dengue Prevention

To prevent the spread of dengue fever, you must first prevent the breeding of its vector, the Aedes mosquito. The Aedes mosquito is easily identifiable by its distinctive black and white stripes on their body. It prefers to breed in clean, stagnant water easily found in our homes. You can get rid of the Aedes mosquito by frequently checking and removing stagnant water in your premises.

 

The guidelines below will give you an overview of how you can prevent the Aedes mosquito from breeding.


At all times

v     Turn pails and watering cans over and store them under shelter.

 

v     Remove water in plant pot plates. Clean and scrub the plate thoroughly to remove mosquito eggs. Avoid the use of plant pot plates, if possible.

 

v     Loosen soil from potted plants to prevent the accumulation of stagnant water on the surface of the hardened soil.

 

v     Do not block the flow of water in scupper drains along common corridors in HDB estates. Avoid placing potted plants and other paraphernalia over the scupper drains.

 

v     Cover rarely used gully traps. Replace the gully trap with non-perforated ones and install anti-mosquito valves.

 

v     Cover bamboo pole holders after use. Rainwater can potentially accumulate in these bamboo pole holders if they are uncovered and create a habitat.

 

v     No tray or receptacles should be placed beneath and or/ on top of any air-conditioning unit so as not to create a condition favourable for mosquito breeding. 

 

Every other day

v     Change water in flower vases. Clean and scrub the inner sides of vases. Wash roots of flowers and plants thoroughly as mosquito eggs can stick to them easily.

 

Once a week

v     Clear fallen leaves and stagnant water in your scupper drains and garden. These leaves could collect water or cause blockages to the drains, thus resulting in the buildup of stagnant water.
.

v     Clear any stagnant water in your air cooler unit.

 

Once a month

v     Add prescribed amounts of sand granular insecticide into vases, gully traps and roof gutters, even if they are dry.

  v     Clear away fallen leaves in roof gutters and apron drains. If structurally feasible, remove the roof gutters.

Happy Winter Solstice : 冬至快乐


DōngZhì Festival, Tōji Festival (East Asia, Vietnam, and Buddhist)


The Winter Solstice Festival or The Extreme of Winter (Chinese and Japanese: 冬至; Korean: 동지; Vietnamese: Đông chí) (Pinyin: Dōng zhì), (Rōmaji: Tōji), (Romaja:Dongji) is one of the most important festivals celebrated by the Chinese and other East Asians during the dongzhi solar term on or around December 21 when sunshine is weakest and daylight shortest; i.e., on the first day of the dongzhi solar term. The origins of this festival can be traced back to the yin and yang philosophy of balance and harmony in the cosmos. After this celebration, there will be days with longer daylight hours and therefore an increase in positive energy flowing in. The philosophical significance of this is symbolized by the I Ching hexagram (復, "Returning"). Traditionally, the Dongzhi Festival is also a time for the family to get together. One activity that occurs during these get togethers (especially in the southern parts of China and in Chinese communities overseas) is the making and eating of Tangyuan (湯圓, as pronounced in Cantonese; Mandarin Pinyin: Tāng Yuán) or balls of glutinous rice, which symbolize reunion.




冬至
冬至农历二十四节气之一。这一天北半球黑夜最长,白昼最短。俗称“冬节”、“长至节”、“亚岁”等。

中國傳統的陰陽五行理論中,冬至是陰消陽長轉化的關鍵節氣。在十二辟卦為地雷復卦,稱爲冬至一陽生。易卦象曰:「雷在地中,復。先王以至日閉關,商旅不行,后不省方。」

12月21日12月22日交节,太阳位于黃經270度,直射南回歸線。 《後漢書》「禮儀志」中記載:「冬至前後,加子安身靜體,百官絕事,不聽政,擇吉辰而後省事。」由此可知從漢代起冬至是國定假日。

目前澳門是華人社會唯一以冬至作公眾假期的地區。

各地習俗

中国北方有冬至日吃饺子的习俗,南方某些地方有冬至日吃湯圓的習俗,傳說在漢朝的醫聖張仲景體念家鄉鄉民在寒冬中工作的辛苦,在冬至那天利用羊肉等祛寒的藥材包在皮中,作成耳朵的樣子,給鄉民們治病補身,這個藥方的名字叫作「祛寒嬌耳湯」,嬌耳就是餃兒。中國南方則有吃湯圓等甜食的習俗,江浙一帶在冬至吃汤圆外,还要吃桂花酒酿,并祭祖,苏州还有桂花冬酿酒,只在此时节上市。大湯圓有餡的「粉團」是用于晚上祭祖,而無餡較小的粉圓用于早上拜神。

祭祖之后还有将汤圆粘在门窗上,称为「冬節圓」,等干燥以后再给孩子们吃,有保佑健康成长之用。冬至扫墓叫“过冬纸”。

台灣府志》(一六九六)卷七記載:「冬至,人家作米丸祀眾神及祖先,舉家團圞而食之,謂之『添歲』;即古所謂『亞歲』也。門扉器物各粘一丸其上,謂之『餉耗』。是日,長幼祀祖、賀節,略如元旦」。在台灣冬至的湯圓有紅白兩色,另有較大的湯圓,內包有芝蔴、花生、或鮮肉等內餡。

在中国,人们从冬至开始数九,以九天为一九,九九八十一天,寒冬就会过去,稱為九九數盡

DOs and DON'Ts : (The House Rules of KPRA)

In line with our mission statement, we are pleased to append below the following House Rules:

Let's make sure our environment is clean and healthy.

Here are some suggestion from Julian & CFLee


DOs-->
1) Pick up the rubbish around the Parks and the roadside as we walk around.
2) Walk the dogs but pick up the poo along the way.
3) Teach our children not to litter.
4) Do use the vehicle access card when entering & leaving the Palma Precinct
5) Maintenance fees must be paid in advance every 3 months
6) Do ask your visitors to register with the security guards when entering the Palma Precinct
7) Do inform your Contractors to adhere to the Rules and Regulations (ie; Renovation work should stop by 6pm sharp and all workers leave by 7pm)



DON'Ts-->
1) Don't throw anything into the fountain pond.
2) Do not litter.
3) Do not let our pets loose and roam about freely.
4) Motorcycles are not allow in the Parks.
5) All fallen leaves and rubbish must not be swept into the drains.
6) Do not speed when driving around the Palma Precinct.
7) All renovation work must not be carried out on Sundays & Public holidays
8) No private buntings/banners are allowed unless sanctioned by the KPRA or MBSA.
