Proposal to build a Management Office in Kemuning Palma Residence

Paramount will handover the management of Palma Residence to the Kemuning Palma Resident's Association (KPRA) by end of this year. Due to this for the effective management of Palma Residence, KPRA has proposed to build a Management Office at the empty space behind the treatment plant, near the basketball court.

    I would first express my sincere gratitute to KPRA committee members for their selfless commitment in upholding the standard of living environment at Palma. Sunshine or rain would not discount their dedication to building a wonderful and lovely surrounding at Palma.

    My attention has been drawn into the recent KPRA's initiative to construct an office/common facility for KPRA association. This initiative with good intention is going to serve the interest of KPRA and all the residents are Palma.

    As a new resident and owner of a property at Palma, I do want to express my thoughts and offer a few suggestions here:

    i. Knowing the fact that Paramount Property Development Management Sdn. Bhd (PPDSB) will be handing over the management of Palma precinct to KPRA and the likelihood of KPRA to appoint a third party property management company to manage Palma, can we consider having the new management to rent/buy an office lot/residential unit somewhere in Kota Kemuning? We could also set forth a pre-condition to the new management that the we could also use their office for meeting and storing some chairs and tables.

    ii. With due consideration for the avalability of the funding from PPDSB, can we consider buying a residential unit/shop lot unit at Kota Kemuning to achieve the same purpose?

    I have some reservations on bringing in an "office" into our residential area for the following reasons:

    i. Having an office inside Palma resident would entail unforeseen traffic. Any contractors/vendors with the reason of "going to the management office" could easily be granted their access.

    ii. Knowing the fact that the proposed site is at the empty space located behind the treatment plant along 33/38, which is within the designated playground or recreational land of Palma. Having to construct an office at the location would mean giving up the privacy of the resident along 33/38. I believe most of the owner who have bought the property along that stretch enjoy certain level of privacy and serenity of the location. I am in doubt how the priviledge could be maintained when new routed traffic to 33/38 coming from residents who wanted to pay the bills, contractors seeking permits for renovation and all the common hassle and bussle that would take place within an office area. We have yet taken into the consideration of the parking space available within that area. I also doubt the resident along 33/38 would be agreable for turning the side walk into public parking for commercial purpose.

    iii. Having to build a new building within a playground would also expose the children who frequenting the place to unforeseen dangers. No parents would like to see their kids running around or cycling around the area racing against the trucks, crane or any heavy machinery required for construction. I do aware it's a simple single story 20ft X 20ft building, whether or not heavy construction is required has yet to be confirmed. How the contractor is going to install the sewage and utilities pipes without a major overhaul to the surrounding facelift is still a question mark. If piling is required for construction, the houses along 33/38 would most likely be affected due to the unsettled or soft soil condition or around the area.

    With everyone 's interest in mind, I would suggest KPRA re-evaluate the plan which might include renegotiating with PPDSB for more viable options.

    Together we could build a better environment for our family and our next generation.

    Reading the post getting me more puzzled and confused with the KPRA's initiative. My neighbors and I were being informed that the original proposal is to build an office/common facility for KPRA.

    Are we changing the plan now to build a community center instead of management office? May the residents in Palma and I know the main purpose of the community center please?

    Through our discussions with RA committee, we were being told that the new building will be mainly used for office purposes and there will be a few permanent employees working within the office for billings, collecting maintenance charges, payment to contractors and service providers. In short, whenever you need to do a major renovation, the contractors and vendors no longer need to go to Paramount office but they could come in straight to Palma and directly into the management office, which is the proposed building within Palma. An anology would be a mini commercial district within the playground or recreational park.

  4. HI Andy, My apology for the error in posting. We have changed the 'Community Centre 'to 'RA Management Office '. Our original plan has never being changed . Furthermore ,we need much bigger place to built a community Centre. Once again , sorrry for the mistake.

  5. Afternoon everybody, i think not appropriate to build extra building along 33/38 as we have a big empty space opposite the guard house. Why not use the space as management office since it's ready and available to use. We wouldn't want any construction going on again as most of the houses already occupied. We need more greens,grass... trees...as greens is very limited in our Palma.

    Building a management office won't be a good choice to build inside our Palma. Our guard won't be able to run their duty well as outsiders is coming in and out our Palma as they want to see the management. I don't see this way we can secure our Palma. We are trying to stay in a guarded n gated area in order to provide our kids with more secure environment. We as parent wil be in fear if more outsider are coming in and out in our Palma.
